These resources were developed with guidance by the UASI Critical Transportation subcommittee to the Emergency Management Work Group.
Paratransit Toolkit ~ The Bay Area Paratransit Toolkit provides guidance and multiple resources for use by Bay Area paratransit agencies to support all-hazards emergency planning efforts for both planned and unplanned events. These might include, but are not limited to accidents and incidents, acts of nature, hazardous material releases, technological emergencies, criminal activity, and terrorism. It is intended to support paratransit agencies in the development and updating of Emergency Operations Plans, policies, and response capabilities.
Critical Transportation Planning Toolkit ~ The Critical Transportation Planning Toolkit provides Bay Area planners, transportation agencies, and transportation service providers with guidance and considerations to plan for the provision of critical transportation services following an incident. The guidance in the toolkit aligns with the Federal Emergency Management Agency’s (FEMA) response frameworks for Emergency Support Function (ESF) #1 – Transportation, the State of California EF#1 – Transportation Annex, and other relevant ESF/EF plans/annexes (e.g. ESF #7 Logistics/Supply Chain; ESF #15 Public Information).
The toolkit includes:
• Guidance that aligns with the Federal Emergency Management Agency’s (FEMA) response frameworks for Emergency Support Function (ESF) #1 – Transportation, the State of California EF#1 – Transportation Annex, and other relevant ESF/EF plans/annexes (e.g. ESF #7 Logistics/Supply Chain; ESF #15 Public Information).
• An Emergency Fuel Calculator designed specifically for Bay Area agencies to determine estimated quantities of fuel needed to transport people during emergency transportation operations.
• An ESF1 plan template with accompanying checklist to aid jurisdictions in preparing a local critical transportation plan.
Bay Area Critical Transportation Public Information Toolkit ~ The Critical Transportation PIO Toolkit guidance and resources are designed to help public information officers (PIOs) and other staff with public information responsibilities to respond effectively to emergencies that impact critical transportation in the Bay Area. Public information staff are key to the development and transmission of messages, as well as to responding to internal and external stakeholders during an emergency or incident that impacts critical transportation. This toolkit will help them better understand critical transportation as it relates to public messaging.
